The underemployment rate is much higher than the unemployment rate, which is hovering around 9% right now. This means that people are doing whatever possible to ensure they have enough money to pay the bills and are taking jobs they wouldn't have considered taking before.

People are taking pretty much anything they can just to pay the bills right now. Even those with a college degree are taking jobs way below what they had envisioned taking with a four year college degree. That doesn't mean you shouldn't constantly be looking for a better job. But it does make it tricky to do a job search around a full time job without looking like you are seeking to move on to something better.

Not only is it not fair to your current employer to be doing a job search on their dime, but you're jeopardizing the job you have now. And that job may have to pay your bills until you can find a better paying job.

So, it's better if you can use your own time, phone and computer to do your job search. Since the Internet never sleeps, you can still send out resumes before and after work, and even during your lunch break. Just make sure you don't use your company computer or phone to do it. That also mean you shouldn't put your company phone number or company email on your resume.

You can still make phone calls and send resumes before and after work as long as they are on your own time and your own phone and computer.

It also mean you shouldn't use company time and paper to print resumes while you are at work on company time. You also want to be careful about your resume showing up on Monster.com or other similar sites, since many employers subscribe to them. Your boss may also be scouring the social networks too, so be careful what you say.

If you normally wear casual clothes to work, you may want to keep a suite in the car if you are planning to go on job interviews during your lunch hour or after work. Even though you'll be doing it on your own time, it doesn't look good to your current employer. You do want to keep your current job while you're searching for something better and it's best not to advertise if you can help it.
